Three independent sources have corroborated that PDVSA officials authorized the lifting of 4.2 million barrels of Venezuelan crude against contracts held by Caribbean-registered shell companies.

Two PDVSA logistics directorate sources independently described loading authorizations issued against contracts held by companies registered in Aruba and the British Virgin Islands with no verifiable operating history. A shipping broker in Aruba confirmed he was retained by one of the shell entities and instructed to route payment through correspondent accounts before final settlement.
